Timothy Ng LLC is a boutique law firm specialising in commercial disputes, with particular expertise in matters relating to the Building and Construction sector.

We have acted for various stakeholders in the Building and Construction industry, such as owners/developers, main contractors, sub-contractors and suppliers etc. in court proceedings, arbitration as well as adjudication proceedings under the Building and Construction Industry Security of Payment Act (Cap. 30B). We have also successfully defended construction professionals such as architects and engineers in actions commenced by developers/owners and professional bodies against the consultants for professional negligence and/or breach of the relevant legislation regulating their professions.

Our Construction, Engineering and Infrastructure Disputes practice is led by Mr Timothy Ng whose vast experience in the practice area has led to invitations to teach construction law at undergraduate and/or postgraduate levels at NTU, NUS and SUSS. Timothy is presently the Course developer for the Construction Law Course at the Singapore University of Social Sciences (SUSS) (formerly part of UNISIM) and has been lecturing there since 2012.

Timothy Ng Wai Keong is a widely respected dispute resolution lawyer and consistently receives instructions and referrals from fellow members of the Bar as well the various stakeholders in the construction industry. In the earlier days of his legal career, Timothy was mentored by a retired high court judge as well as two Senior Counsel.

  • Designed the syllabus and lectured the Construction Law Module for postgraduate students at NTU School of Civil Engineering in 2006.
  • Adjunct Associate Professor at NUS from 2014 to 2018, where he taught Law to the graduating cohort of architects from the NUS School of Architecture.
  • Course developer for the Construction Law Course at the Singapore University of Social Sciences (SUSS) (formerly part of UNISIM) and has lectured there since 2012 (ongoing).

Allison was called to the Singapore Bar in 2018.

Allison has been mentored directly by Mr Timothy Ng since as early as 2013 and has accumulated significant experience in Building and Construction disputes. She has represented both individual and corporate clients at both State Courts and High Court levels as well as in other forms of dispute resolution such as mediation and adjudication proceedings under the Building and Construction Industry Security of Payment Act (Cap. 30B)(“SOP Act”).

Allison is astute and sensitive towards clients’ needs and is able to propose effective strategies to achieve the best possible outcome for clients.

Some examples of matters which Allison has handled include:
  • Assisted in representing an owner of a 4-storey residential building in claims against a property developer for damage caused to the said building. The case involved complex issues relating to structural and geotechnical engineering principles and the trial spanned 14 days in total. We successfully obtained judgment for our client for damages of close to S$2 million plus costs of almost S$1 million.
  • Advised and acted for a distressed main contractor to successfully resist multiple court actions brought against it by at least 11 different sub-contractors.
  • Assisted in defending a professional engineer before the Court of Appeal against negligence claims in relation to a conservation project.
  • Represented a sub-contractor in successful claims in adjudication proceedings under the SOP Act against the main contractor for the supply and installation of electrical and AV works.
  • Assisted in acting for a Malaysian interior decoration contractor in a successful claim against its Singaporean sub-contractor in relation to the office of a senior Cabinet member of the Brunei Government. Our client was awarded the full amount of its claim.
  • Acted for a main contractor to defend an adjudication claim and an application to set aside an adjudication determination in respect of claims arising from a government project.

Jia Jie was called to the Singapore Bar in 2019.

Jia Jie has experience in handling complex construction related disputes before the Court of Appeal, the High Court and the State Courts of Singapore. He has also advised and acted for various contractors in adjudication proceedings under the Building and Construction Industry Security for Payment Act (Cap. 30B) (“SOP Act”).

Some examples of matters which Jia Jie has handled include:
  • Advised and acted successfully for a main contractor in obtaining a judgment in the High Court against an owner of an industrial building for outstanding payments under a SIA Contract.
  • Advised and acted successfully for an owner of a 4-storey residential building in obtaining costs approximating S$1 million against the defendants during taxation proceedings.
  • Assisted in defending a professional engineer before the Court of Appeal against negligence claims in relation to a conservation project.
  • Represented an M&E contractor in the Changi Airport Terminal 5 project in successfully resisting claims in relation to the project brought by its sub-contractor in adjudication proceedings under the SOP Act.
