Many voluntary welfare organisations find legal advice unaffordable. In September 2004, a group of lawyers, in-house counsel and academics initiated a pilot project to provide pro bono legal advice to non-profit organisations, voluntary welfare organisations and social enterprises.

The pilot project was a success and led to the official launch of Project Law Help in January 2006.
